Head of Government Accounts & Tendering – Almana Group

JOB PURPOSE

To lead Almana Group’s government accounts and tendering function by managing relationships with government entities, identifying public sector business opportunities, and overseeing the Group’s participation in government tenders, RFQs, and RFPs. The role serves as the central coordination point for government opportunities across the Group, ensuring effective collaboration among business units to deliver competitive, compliant, and integrated solutions that support business growth.

KEY RESULTS AREAS / DELIVERABLES AND KEY ACTIVITIES

GOVERNMENT ACCOUNT MANAGEMENT

·  Manage relationships with government entities to strengthen Almana Group’s presence and identify new business opportunities.

·       Build and maintain relationships with government ministries, authorities, municipalities, and public sector organizations.

·       Act as the Group’s primary point of contact for government procurement opportunities and related inquiries.

·       Maintain regular engagement with key government stakeholders to strengthen business relationships.

·       Monitor government initiatives, development programs, and upcoming projects relevant to the Group.

·       Support the development of account strategies to expand the Group’s public sector business.

·       Represent the Group in meetings, presentations, and discussions with government stakeholders.

TENDER & PROPOSAL MANAGEMENT

·  Manage the end-to-end tender process to ensure timely, competitive, and compliant submissions.

·       Monitor government procurement portals, tender platforms, and public announcements for new opportunities.

·       Evaluate tender opportunities and coordinate the bid/no-bid decision process.

·       Coordinate the preparation of technical, commercial, and compliance documentation.

·       Ensure all submissions comply with tender requirements, procurement regulations, and submission deadlines.

·       Coordinate tender clarifications, revisions, negotiations, and post-submission activities.

·       Maintain accurate records of tender opportunities, submissions, awards, and outcomes.

CROSS-BUSINESS COORDINATION

·  Coordinate business units to develop integrated and competitive government proposals.

·       Work closely with commercial, technical, finance, legal, procurement, and operations teams throughout the tender process.

·       Identify the most suitable business units to participate in each opportunity.

·       Facilitate collaboration between multiple subsidiaries on joint government projects.

·       Ensure alignment on pricing, technical scope, commercial terms, and project execution plans.

·       Monitor progress and follow up on deliverables from all participating stakeholders.

·       Promote effective communication and knowledge sharing throughout the proposal development process.

BUSINESS DEVELOPMENT & OPPORTUNITY MANAGEMENT

·  Drive government business growth by identifying, evaluating, and pursuing strategic opportunities.

REPORTING & PERFORMANCE MANAGEMENT

·  Monitor government business performance and provide management with timely reports and recommendations.

·       Maintain an up-to-date pipeline of government opportunities and tender activities.

·       Track tender submissions, success rates, contract awards, and revenue generated.

·       Analyze tender outcomes to identify improvement opportunities and best practices.

·       Prepare regular reports and presentations for senior management.

·       Monitor key performance indicators related to government accounts and tendering activities.

·       Recommend initiatives to improve tender processes, proposal quality, and operational efficiency.

GOVERNANCE, COMPLIANCE & RISK MANAGEMENT

·  Ensure government engagement and tendering activities comply with applicable regulations, policies, and governance standards.

·       Ensure compliance with government procurement regulations and internal approval processes.

·       Review tender documentation to identify commercial, contractual, and operational risks.

·       Coordinate with Legal, Finance, and Compliance teams on tender-related requirements.

·       Ensure proper control, confidentiality, and retention of tender documentation.

·       Promote ethical business practices throughout all government engagement activities.

·       Support internal and external audits relating to government contracts and tender submissions.
