Qualifications & Experience
- Bachelor’s Degree in Civil Engineering.
- Minimum 5–10 years of experience in proposal and estimation for civil and/or marine projects.
- Experience with EPC / Design & Build / Lump Sum / Re-measurable contracts is preferred.
- Familiarity with FIDIC-based contracts is an advantage.
Key Responsibilities
- Review tender documents including Invitation to Tender (ITT), drawings, specifications, BOQs, and contract conditions.
- Prepare detailed cost estimates for civil works.
- Experience in projects involving marine works such as berths, dolphins, quay walls, piling, concrete works, dredging, and associated temporary marine works is considered an added advantage.
- Perform accurate quantity take-offs (MTO) from drawings and technical specifications.
- Develop comprehensive cost breakdowns covering manpower, materials, equipment, subcontractors, marine spreads, and temporary facilities.
- Coordinate with planning engineers to integrate construction methodology, resource allocation, and project durations into tender pricing.
- Prepare and review technical and commercial proposals, including assumptions, exclusions, and clarifications.
- Obtain, evaluate, and compare vendor and subcontractor quotations, ensuring compliance with tender requirements.
- Analyze tender risks, opportunities, and value-engineering options.
- Support and coordinate with the technical team in preparing method statements, work schedules, and preliminary construction plans for proposals.
- Participate in tender clarification meetings with clients, consultants, and joint-venture partners.
- Assist in post-tender negotiations and ensure proper handover to the execution team.
- Maintain a cost database for historical data and benchmarking.
- Ensure proposals comply with client requirements, local regulations, and company procedures.
Required Skills & Competencies
- Strong knowledge of estimation techniques, cost control, and tendering procedures.
- Proficiency in Microsoft Excel.
- Ability to interpret engineering drawings, specifications, and contract clauses.
- Experience in marine works estimation (piling, dredging, concrete works, marine equipment) is an added advantage.
- Strong analytical, coordination, and communication skills.
- Ability to work under tight tender deadlines.
